$
Existing mortgage or lien assumed by the buyer that stays on the property. Taxable per 72 P.S. §8101-C. Example: $300k sale + $50k assumed mortgage = $350k taxable base. Enter $0 if no debt assumed or if debt is paid off at closing.
Check for gifts, foreclosures, deeds-in-lieu of foreclosure, estate transfers with no stated consideration, or any transfer where no monetary consideration is paid. When checked, value is computed as Assessed Value × CLR (Common Level Ratio) per PA assessment law. File REV-183 explaining no-consideration basis.
$
From the Allegheny County Assessment Portal (alleghenyassessments.com). The assessed value is multiplied by the CLR to compute the taxable value when no monetary consideration is paid.
Allegheny County CLR = 1.99 (effective 7/1/2024, per PA Dept. of Revenue). Updated annually. Verify at revenue.pa.gov/TaxTypes/RTT. Taxable value = Assessed Value × CLR.
Both parties are jointly and severally liable per 72 P.S. §8102-C. Standard practice is 50/50 split at settlement, negotiated in the sales agreement. If one party is a qualifying exempt entity (government, nonprofit), that party's share may be waived.
Enter seller's share as a whole number (e.g. 75 = seller pays 75%, buyer pays 25%). Buyer pays the remainder. Range: 0–100.
Select the applicable exemption. Exemptions are construed strictly. A REV-183 Statement of Value must be filed with the deed for any exemption claim or where no monetary consideration is stated on the deed. File at the Allegheny County Recorder of Deeds. PA Rev.
